What to Do If You Can't Find the Receiving Exchange for OKX Travel Rule

First, confirm your current operation scenario
The Travel Rule requires you to clearly state whether the recipient is an "exchange account" or a "private wallet" when withdrawing. The situation you're facing is that when withdrawing, you selected "Exchange or trading platform", but the destination exchange does not appear in the drop-down list.
Note: The list shows the exchange's regional entities that comply with the Travel Rule (e.g., OKX EU, OKX Singapore), not the exchange brand name itself. Different regional entities of the same exchange may be onboarded at different stages.
Three steps for the missing destination exchange
Step 1: Confirm if it's truly "not found"
What to do: Enter the destination exchange's full English name in the withdrawal drop-down search, not the Chinese name. For example, search "Binance" for Binance, "Bitget" for Bitget.
How to do it: Carefully scroll through the list; some platforms may appear as entity names, such as "Binance US" instead of "Binance".
When to stop: If after entering the full English name there is still no match, the exchange entity is not listed.
Step 2: Follow official guidance (two options)
According to OKX's official help center, there are two handling paths:
Option A: Contact that exchange and ask them to proactively contact OKX
What to do: Contact the customer support of the destination exchange and tell them "OKX needs to establish a Travel Rule compliance connection."
How to do it: Have their support team send an email to travelrule_dd@okx.com. OKX will assist them in onboarding to the compliance system.
When to stop: Submit a ticket or online inquiry to the destination platform, and get confirmation from their support that they've received the email address and initiated the connection request.
Option B: Temporarily use a private wallet address as an intermediary
What to do: If you don't want to wait for the other platform to complete the onboarding, you can first withdraw your assets to your own private wallet (like MetaMask, Trust Wallet, hardware wallet), and then transfer from the wallet to the destination exchange.
How to do it: When withdrawing on OKX, select the "Private wallet address" category, and fill in the recipient's full name and residential address as prompted on the page (private wallet withdrawals require the recipient's full name and address; for amounts over €1,000, you may also need a Satoshi test to verify wallet ownership).
When to stop: After the withdrawal to the private wallet is successfully credited, initiate the transfer from the wallet to the destination exchange.
Option B is the most direct alternative at the moment, but it incurs an extra on-chain miner fee and two transfer times. If you're not in a hurry, Option A is recommended, letting the other platform complete the onboarding.
Step 3: If a deposit (incoming) triggers a Travel Rule lock
If you are depositing into OKX from an external platform and funds are locked due to missing Travel Rule information, you don't need to find the exchange; instead, you need to contact the sender to obtain the sender's full name and the sending platform name, then go to OKX's [Assets] - [Locked Deposits] entry and submit the counterparty's information to unlock the funds.

The destination exchange you're withdrawing to must be a legally operating platform, and OKX will only establish connections with VASPs that comply with Travel Rule requirements.
If the other party is a small platform that doesn't support the Travel Rule at all, it may never appear on OKX's list.
Common reasons for failure
Wrong keyword search: Entering the Chinese name instead of the registered English name. Most exchanges' registered entity names differ from their brand names; for example, the entity for "Binance" might be "Binance Global" or "Binance US".
The other platform hasn't completed compliance onboarding: This is the most common reason. The Travel Rule is a new regulation that only started to be enforced in the EEA region from the end of 2024, and the onboarding progress varies across global exchanges' regional entities.
Risk reminders
Onboarding timeline is uncertain: After the other party sends an email to OKX, the completion time depends on their response speed and system modification progress; it could be days or longer.
Cost of the alternative: Withdrawing to a private wallet first then to the destination exchange incurs two on-chain miner fees, and the funds are not covered by any exchange protection while in the wallet. Be sure to keep your wallet's private key secure.
Don't select the wrong category: If you are actually withdrawing to an exchange but select "Private wallet" and forcibly enter the other party's personal information, it may trigger AML risk controls later, causing the withdrawal to be rejected.

After submitting the withdrawal request, the page shows "Withdrawal successful" and generates a transaction hash (TxID), indicating the current operation has passed Travel Rule verification. If you follow the path of having the other party contact OKX, the completion is indicated when the destination exchange entity appears in the withdrawal drop-down list.
