FSRA can only accept specific matters where you have already exhausted Binance's internal complaint process, are still dissatisfied, and the disputed event occurred after January 5, 2026. It is not the first stop for complaints, nor is it a "higher-level customer service" you can turn to directly while bypassing Binance. It is more accurate to understand FSRA as a backup appeal channel outside of Binance customer service, rather than a universal key to solving all ADGM account issues.

Prerequisites for FSRA Acceptance: Two Hard Thresholds
Binance's official help page clearly states that FSRA only considers complaints that meet the following two conditions:
First, Binance's internal complaint process must be fully exhausted. You must first submit a formal complaint through Binance's Support Center or 24/7 online chat, obtain a reference number, and wait for Binance to give a final response. If you have not formally complained to Binance yet, or if your complaint is still being processed, FSRA will not accept it. Binance's internal complaint process is as follows: after submission, you will receive written confirmation and a reference number within two business days. Binance aims to provide a final response within 30 business days, and complex cases may take up to 60 business days. Only after this process is complete and you are still dissatisfied with the outcome do you have the grounds to escalate to FSRA.
Second, the disputed event must have occurred on or after January 5, 2026. This is the date when Binance officially came under the ADGM FSRA regulatory framework. Events that occurred before this date, no matter how dissatisfied you are, are not within FSRA's jurisdiction over Binance's ADGM entity. If your account issue, transaction dispute, or fund dispute occurred in 2025 or earlier, the FSRA path will not work.
What FSRA Can and Cannot Handle
Binance's official description of FSRA's role needs to be read carefully: FSRA does not act as a dispute adjudicator, does not provide an alternative to legal or arbitration proceedings, and does not review complaints as an appellate body. This sentence defines the practical limits of FSRA's function.
What it can do: Receive your complaint about compliance issues in Binance's (ADGM entity) regulated business and record it as a regulator. If a large number of complaints point to the same type of issue, it may affect FSRA's regulatory assessment of Binance. After the unauthorized withdrawal security incident at Binance in late October 2026, FSRA publicly stated that it was in close contact with Binance and monitoring the incident, and that protecting customer interests and orderly market functioning were its priorities. This shows that FSRA does fulfill a supervisory function, but supervision does not mean recovering funds for you or determining who is right or wrong.
What it cannot do: Recover frozen assets for you, determine responsibility for trading gains or losses, order Binance to unblock an account, or give you a "fair ruling." If you expect to "pressure Binance through the regulator to concede," FSRA's official positioning does not support that expectation. It does not adjudicate the merits of individual cases; it only focuses on whether the regulated entity complied with ADGM rules.
Does Your Account Really Belong to a "Binance ADGM Account"
This is another key judgment that determines whether FSRA has jurisdiction. After January 5, 2026, services on Binance's global platform are provided by three ADGM-licensed entities: Nest Exchange Limited (spot and derivatives trading), Nest Clearing and Custody Limited (clearing and asset custody), and Nest Trading Limited (OTC trading, flash swap, Earn, etc.). Your account contractual relationship has been transferred to the corresponding entity.
But this does not mean that all Binance users automatically receive the same level of protection under the ADGM framework. Binance's announcement clearly states that "products and services may not be available in your region." Whether your country or region is within the service scope of Binance's ADGM entity determines whether your account dispute truly falls within FSRA's regulatory reach. A simple way to judge: check the terms of use you confirm after logging in, which will indicate the specific entity with which you have a contractual relationship. If the terms point to an ADGM entity, the FSRA path is theoretically viable; if they point to an entity in another region, FSRA is not your regulator.
Before Escalating to FSRA, Confirm You Used the Correct Binance Complaint Channel
"Complaining to Binance" and "reporting a problem to Binance customer service" are not the same thing. Binance's complaint procedure requires you to submit a formal complaint through the Support Center or online chat, not an ordinary inquiry ticket. The difference is that a formal complaint triggers the confirmation number, processing deadline, and final response process mentioned above, which is the written record necessary for subsequent escalation to FSRA. If you only described the problem in a chat window and did not receive a formal complaint record with a reference number, then the prerequisite of "Binance's internal process has been exhausted" has not actually been met.
When submitting a formal complaint, clearly state the facts of the dispute, the timeline, and the outcome you expect. If Binance supports your complaint, it will explain the proposed solution, including compensation where appropriate. If you do not accept the final response, keep that response and the complaint number. These are the materials you can reference when escalating to FSRA.
A Reality Worth Noting
Even if you meet all the conditions—the event occurred after January 5, 2026, Binance's internal complaint process has been completed, and you are dissatisfied with the outcome—submitting a complaint to FSRA does not mean the issue will be resolved according to your wishes. FSRA is positioned as a regulator, not an arbitrator. Once your complaint enters FSRA, the most likely outcome is that it becomes part of regulatory data, rather than a ruling on your individual case. If your goal is to recover a specific amount or unblock an account, legal channels (depending on your place of residence and the dispute resolution clauses in your contract) may be more direct than a regulatory complaint. The value of the FSRA path lies in this: when the issue involves whether Binance's ADGM entity has systematically violated regulatory rules, your complaint is information the regulator should know.
