Can Binance Crypto Pay Lugano Tax Bills? Payment and Settlement

Yes, you can pay, but not directly from your Binance account. The City of Lugano officially accepts BTC, BTC on the Lightning Network, and USDT. The payment process does not go through Binance. Instead, it uses Lugano's own cryptocurrency payment page, processed and settled by Bitcoin Suisse. Coins you hold on Binance must first be withdrawn to a supported external wallet, and then paid through Lugano's official portal.

What Lugano accepts and does not accept

Since December 2023, the City of Lugano has expanded cryptocurrency payments to all municipal invoices, including personal income tax, corporate tax, various fees, and fines, with no amount limit. Previously limited to online counters, QR codes on paper invoices can now also be used.

Only three types of cryptocurrency are accepted: BTC (mainnet), BTC on the Bitcoin Lightning Network, and USDT (a Tether-based stablecoin; the official source does not specify which chain). If you hold ETH, BNB, SOL, or other assets on Binance, you must first convert them into one of these three.

Binance itself is not a payment channel for Lugano. Lugano's cryptocurrency payments are handled by Bitcoin Suisse as the processing partner. Coins are instantly converted into Swiss francs upon payment, and the City of Lugano does not hold cryptocurrency. Therefore, withdrawing from Binance to your own wallet, then paying through Lugano's official payment portal, is the complete path for this process.

Steps to follow

Step 1: Convert assets to BTC or USDT on Binance

If you already have BTC or USDT in your Binance account, skip this step. If not, sell other assets on the Binance spot market and exchange them for BTC or USDT.

Step 2: Withdraw from Binance to your own wallet

You need an external wallet that supports BTC or USDT. Binance cannot pay Lugano directly, so withdrawing to a self-custodial wallet is a necessary intermediate step.

Pay attention to network selection when withdrawing. If withdrawing USDT, you need to confirm that the network you choose (such as ERC-20, TRC-20, etc.) can be recognized by Lugano's payment portal. Lugano has not officially announced which USDT networks are supported, so you must follow the prompts on the payment page before proceeding. If withdrawing BTC, the mainnet and Lightning Network are two different paths with different fees and arrival speeds.

Step 3: Pay from Lugano's official page

Lugano officially reminds users: cryptocurrency payments must be made through the City of Lugano's official page, not from pages found through search engines. The correct entry point is lugano.ch/cripto. From there, you can scan the QR code on your invoice (using a camera or uploading an image) and then follow the page prompts to complete the payment.

After payment, you will receive a payment confirmation. Lugano's cryptocurrency payment process is fully automated and requires no manual review.

Where Binance might cause issues

Regional restrictions on Binance accounts. Binance offers different features to users in different regions, and some features may be restricted for users in certain areas. If you cannot withdraw from Binance, or if the withdrawal option is unavailable, you need to check the withdrawal permission status of your account first. This is not an issue on Lugano's side, but a restriction imposed by Binance based on your region.

USDT network selection. Binance usually offers multiple networks when withdrawing USDT. Lugano's payment portal has not announced in advance which specific USDT network it supports. If you choose a chain that the payment portal does not support, your coins may arrive in your wallet but cannot be used for payment. A safer approach is to prioritize BTC mainnet or Lightning Network, because Lugano's acceptance path for BTC is the clearest.

Withdrawal arrival and successful payment are two separate things. Withdrawing from Binance to your wallet and getting on-chain confirmation does not mean Lugano has received your tax payment. You need to complete the payment step from your wallet to Lugano's payment page and receive a payment confirmation to consider the settlement complete.

Actual tax implications

Paying taxes with cryptocurrency in Switzerland does not change the tax obligation itself. Lugano accepting cryptocurrency is only a change in payment method. The tax amount is still denominated in Swiss francs, and what you declare on your tax return remains the CHF amount.

For private investors in Switzerland, capital gains on cryptocurrency are generally tax-exempt, but holdings must be declared for wealth tax purposes. If you are a taxpayer in Lugano, paying taxes with BTC or USDT does not create an additional taxable event. However, if withdrawing from Binance to your wallet itself involves selling assets, that sale may have tax consequences in the jurisdiction where Binance operates, which is separate from paying municipal taxes in Lugano.

A point you need to verify yourself

Lugano's official page does not state whether payments transferred directly from an exchange are accepted. In theory, you can withdraw coins from Binance to an external wallet and then pay from that wallet, but there is no public evidence to confirm whether a direct transfer from Binance to Lugano's payment portal would be accepted by the system. If you attempt to transfer directly from Binance to Lugano's receiving address, the risk is that the payment may not be automatically recognized and settled.

Recommended verification method: Complete a small test payment on the lugano.ch/cripto page (for example, pay a minimum municipal fee first), confirm that the entire process works and that a payment confirmation is issued normally, then use the same method for larger tax bills.
