First, the short answer: seeing a risk alert pop-up does not mean you cannot withdraw. It may just require an extra verification step, but it could also mean the system has actually blocked you. Here is how to tell the difference and what to do next.

Step 1: Figure out which type of "risk alert" you are seeing

When a risk alert pops up on the withdrawal page, it falls into three completely different situations.

Situation A: The alert says "New address needs verification" (similar to "This address has not been verified yet, please complete verification first")

This is the mildest case. The system is seeing this address for the first time and is asking you to prove that you actually own it. You did not do anything wrong. This is a normal security process.

What to do: The page will give you two verification options. Choose Digital Signature Verification (the default). The system will make your wallet app pop up a signature request. Just confirm the signature. If your wallet does not support signing, choose Satoshi Test. The system will ask you to send a very small test amount to a specified address (the amount will be shown on the page). Once it arrives, verification is completed automatically.

How to know it worked: The page shows "Address Verified," and you can enter the withdrawal amount and continue normally. (Source: OKX official Help Center, 2025-06-24)

Situation B: The alert says "This address has been flagged as high-risk"

This one requires caution. The system used on-chain analysis tools and found that this address has had past transactions with blacklisted addresses, mixers, or darknet markets. This is not a block on your account. It is a block on this specific address.

What to do: Do not send funds to this address. Contact the recipient and ask them to generate a new address and send it to you again. Then start the withdrawal process over with the new address.

Situation C: A pop-up directly says "Transaction is risky and has been cancelled"

This is the most serious case. The system has determined that this transaction is problematic and has stopped it directly.

What to do: First check your registered email for a risk control email from OKX. The email will state the reason and duration of the restriction. If the email says the restriction is 48 hours, your withdrawal function is frozen during this period. Wait 48 hours and it will be lifted automatically. If the email does not state a duration, or asks you to submit documents, follow the appeal path in Step 3 below.

Step 2: If you only triggered the "new address withdrawal lock"

This looks similar to a "risk alert," but it is actually a different thing.

New address withdrawal lock is a whitelist feature you turned on yourself: any newly added address cannot receive withdrawals within 24 hours.

What to do: If you are in a hurry, turn it off. Path: App AssetsWithdraw → top right corner Address BookAddress Settings → turn off the "New Address Withdrawal Lock" switch (requires phone and email verification). Once turned off, new addresses can receive withdrawals immediately.

How to know it worked: After the switch is off, initiate a withdrawal to the new address again. The "24-hour lock" alert no longer appears.

Step 3: If you triggered real risk control, how to appeal

What to do: Open the App, go to AssetsWithdraw at the bottom. If there is a pop-up alert on the page, click the Appeal button. Complete face recognition as required and submit appeal materials. Common materials include: transaction screenshots, explanation of the counterparty's identity, and proof of source of funds.

How to know it worked: After submission, the page shows "Appeal Submitted" and gives you a ticket number. If you do not receive a reply within 48 hours, go to the Help Center and contact human customer service with your ticket number.

Common reason for failure: Some people think that "reinstalling the app or switching to another phone" will bypass risk control. This is the opposite of what you should do. The system detects abnormal login environments and will directly raise your risk score, turning a simple 48-hour temporary lock into a permanent account review.

How to verify the operation is complete

The withdrawal page no longer shows any risk pop-ups. You can enter the amount, select the network, and proceed to the "Confirm" step normally. After entering the Google Authenticator code and email verification code, the page jumps to "Withdrawal Request Submitted," and in Assets - Withdrawal Records you can see the order status as "Processing."

Risk warning (specific to funds, not empty words):

The most dangerous thing is not the system pop-up. It is someone pretending to be OKX customer service telling you to withdraw funds to a "safe address" for verification. Official staff will never proactively contact you and ask you to withdraw to a specific address. Anyone claiming to be official staff who contacts you through QQ, WeChat, or Telegram and asks you to scan a code or provide a verification code is 100% a scammer. Even if their avatar and nickname look real, treat them as scammers.

FAQ

Q: How is a high-risk address determined?

A: Platforms use on-chain analysis tools such as Chainalysis and TRM Labs to score addresses based on whether they have previously interacted with mixers (such as Tornado Cash), darknet markets, or sanctioned addresses. If the score exceeds a threshold, the address is flagged.

Q: My address was flagged as high-risk. Can I appeal to have the flag removed?

A: No. The flag is based on public on-chain data, and the platform does not have the authority to remove it directly. The only thing you can do is use a new address and stop using the flagged one.

Q: I switched to a new address, but it was still flagged as high-risk. What happened?

A: The problem is not the address. It is your source of funds. If the incoming funds previously touched a mixer or a blacklisted address, withdrawals will be blocked no matter which address you use. In this case, you need to cooperate with the risk control team, submit proof of source of funds, and go through the account review process.
