After moving corporate funds from OKX to Safe, the key to approval and reconciliation is matching on-chain execution results with off-chain accounting records. Safe itself does not generate a traditional "bank statement." Its transaction history must be obtained through a block explorer or Safe's CSV export feature, and then cross-checked against OKX withdrawal records.

Where Does Approval Happen When Withdrawing from OKX to Safe?
The approval step is not in Safe; it is on the OKX side.
When your corporate OKX account (or sub-account) initiates a withdrawal, you need to complete the security verification required by the platform. If you are using a managed trading sub-account, investors can add the Safe address to the whitelist on the master account's withdrawal page and check "Set as verified address." After that, the trading team can withdraw to this address via API without further verification. This is an OKX-side process, separate from Safe's multisig approval mechanism.
Safe does not "approve incoming funds." When Safe receives funds, it is simply an incoming record and does not require any signer approval. Only when you move funds out of Safe do you need to collect enough signatures (threshold) to execute the transaction.
Checking "Did the Money Arrive?" in Safe
After the transfer is complete, go to Transactions → History in the Safe interface and find the corresponding incoming record.
Each transaction records several key fields: From address (the sender's address, which should be your OKX withdrawal address), To address (your Safe address), Transaction hash (the on-chain transaction hash), Amount (the amount received), and Asset (the asset type). Confirm that the record's To is your Safe address and that the Amount matches the amount you entered when withdrawing from OKX (note the net amount after deducting withdrawal fees). If they match, the funds have arrived.
One limitation to note: Safe's CSV export only includes transactions with asset transfers (amount > 0). Pure contract interactions, permission changes, signature collection, and other zero-value operations will not appear in the CSV. If reconciliation requires a complete record of on-chain activity, use a block explorer or a third-party indexing tool.
Approval Workflow When Sending Funds Out of Safe
If you need to transfer funds out of Safe (for example, to pay a supplier or move funds back to OKX), the workflow is propose → simulate → verify → sign → execute.
Propose: One signer constructs the transaction in the Safe interface.
Simulate: Run a simulation using Tenderly or Safe's built-in simulation feature to see if the actual result matches expectations.
Verify independently: Each signer checks the Safe address, destination address, and amount on their own hardware wallet screen. Do not only look at the summary shown in the web interface; the hardware screen shows what you are actually authorizing.
Sign: After verification passes, sign the transaction.
Execute: Once the threshold is reached, any signer can submit the execution.
The key discipline in this workflow is: each signer verifies independently and does not rely on others having already checked. If any step reveals a wrong address or amount, do not sign. Confirm through off-chain channels such as a phone call or in person.
Reconciliation: Matching OKX and Safe Records
Step 1: Export withdrawal records from OKX. OKX's statements or transaction history can be exported by date range. Find all withdrawal records to the Safe address within the relevant time period and note the withdrawal amount, fees, and on-chain transaction hash.
Step 2: Export transaction history from Safe. In the Safe interface, go to Transactions → History and click Export CSV in the top right corner. Use the date filter to limit the range to the same period as the OKX withdrawal records.
Step 3: Match records one by one. The matching basis is the Transaction hash (on-chain transaction hash). The hash in the OKX withdrawal record should be exactly the same as the Transaction hash of the corresponding incoming record in the Safe CSV. Matching by this field is more reliable than matching by amount, because amounts may differ slightly due to fee deductions.
Step 4: Handle unmatched records. If OKX shows a successful withdrawal but you cannot find the corresponding record in Safe, first check whether the network you selected when withdrawing was correct. When withdrawing from OKX to Safe, you must select the network that matches the chain where your Safe is deployed (Ethereum mainnet, Arbitrum, Base, etc.). If you choose the wrong network, the funds will not appear in Safe. Use the transaction hash provided by OKX to look up the transaction on a block explorer and see the actual receiving address and network.
Common Pitfalls and Details
Where withdrawal fees are deducted from. OKX prioritizes deducting withdrawal fees from your account balance. Only if the balance is insufficient will the fee be deducted from the withdrawal amount. This means the "withdrawal amount" shown by OKX may differ from the amount actually received by Safe. For reconciliation, use the actual on-chain received amount as the standard.
Safe CSV does not include zero-value transactions. If you performed actions such as approvals or permission changes from Safe, these will not appear in the CSV. If an audit requires a complete record, use a block explorer or the Safe Transaction Service API to supplement the data.
Signer devices must be independent. Each signer should use their own hardware wallet. Do not share devices or mnemonic phrases. If two signers use the same device or the same set of mnemonic phrases, they technically count as only one independent controlling party, which weakens the security threshold of the multisig.
