Whether the funds have left Binance is the first step in determining responsibility.

Additionally, some tokens like XRP, XLM require a "Tag" or "Memo" when transferring. If it's wrong or missing, OKX cannot assign the funds to your account even if Binance shows it was sent.

On the OKX side, if blocks are confirmed but your account still shows no deposit record, it could be a delay in the platform's wallet sync, or the deposit for that coin is temporarily suspended. In this case, the asset is safe; just wait or contact support. But note: if the withdrawal amount exceeds 1000 euros, the EU Travel Rule requires OKX to verify the source of funds.
