The statement in the title is valid: in Binance stock trading, ADR fees can indeed be charged after you sell. The determining factor is not when you sell, but whether you held the stock at market close on the record date. As long as you held it on the record date, even if you liquidated your position the next day, the fee will still be charged to you and later deducted from your account in USDC.

ADR fees are not the same as regular trading fees
When buying or selling US stocks on Binance Stocks, platform fees apply when placing orders, such as a minimum of $0.17 per order or 0.05% of the trade amount (promotional rate, subject to the current page display). This is a cost of the trading process and is reflected at the time of execution.
ADR fees are a separate layer: they come from the depositary bank. Some foreign companies listed in the US trade as ADRs (American Depositary Receipts). The depositary bank charges custody-related fees on these receipts, and Binance passes these fees through to users holding the corresponding assets. Binance's official announcement clearly states the ADR fee collection logic: fees are typically charged to users about one month after Binance is charged by the depositary bank; if a user holds the relevant asset on the record date, the ADR fee will still be charged even if the user has since sold the entire position.
Therefore, "you may still be charged after selling" is not a system error, but a result of the billing rules of ADR fees themselves.
How to check whether and how much you will be charged
Binance publishes ADR fee announcements listing the applicable stocks, depositary bank, record date, and per-share fee (in USDC). Taking the September 2026 announcement as an example, it covered multiple ADRs such as FinVolution (FINV), Bayer (BAYRY), PDD Holdings (PDD), and Ryanair (RYAAY), with per-share fees ranging from 0.004 to 0.02 USDC, and record dates concentrated from late August to late September.
What you need to check is not your current holdings, but whether you held a particular ADR on its record date in the past. If you held it on the record date, even if you have already sold it, the fee may still appear in your account. You can find this information in the Binance announcement section by searching for "ADR fees" or checking stock trading-related announcements. The Binance stock fee page also lists the ADR fee range: $0.01 to $0.03 per share, passed-through fee. For the specific per-share fee of a particular stock in a given period, refer to the corresponding announcement.
Deduction method and consequences of insufficient balance
When the ADR fee becomes payable, Binance will automatically deduct it from your account in USDC. The deduction order is first from the Funding Account, and if insufficient, then from the Spot Account. If there is not enough USDC in the account, the system will automatically deduct equivalent assets or temporarily freeze equivalent assets until the fee is successfully collected.
This means two things. First, if you withdraw all your USDC or convert it into other coins after selling the stock, and there is not enough balance in the account, it may trigger the freezing or deduction of other assets. Second, the ADR fee amount is usually small (a few cents to a few US cents per share), but if you hold a large quantity, the cumulative amount is worth checking.
An easily confused boundary: bStocks dividends and ADR fees are not the same thing
Binance also has bStocks (tokenized stocks), whose dividend mechanism involves withholding tax and reinvestment. The announcement states that dividends are reinvested into additional bStock units "after deducting applicable withholding tax, fees, and costs." That is tax and fee processing at the dividend stage, which is a separate line from ADR fees. ADR fees apply to directly holding ADR stocks (or corresponding positions in a stock trading account) and are deducted in USDC; bStocks dividend processing applies to holders of tokenized securities and results in an adjustment of token quantity. Do not mix the two when making judgments.
What you should do now
If you have ever held ADR-type stocks in Binance stock trading, go to the announcement section to check the record date and per-share fee of the corresponding stock. If you did hold it on the record date and sold it afterward, check whether the USDC balance in your Funding Account and Spot Account is sufficient to cover the fee. If the balance is insufficient, setting aside a small amount of USDC in advance is more convenient than waiting for the system to freeze other assets. Users who have never held ADRs do not need to make any preparations for this rule.
