How Do Risk Assessments and Cooling-Off Periods Work for UK OKX Users Buying Crypto?

UK users buying crypto through OKX must pass a risk assessment (appropriateness questionnaire) to use their account. The cooling-off period only applies to new users, lasts a fixed 24 hours, and during this time you can deposit funds but cannot buy or trade crypto. These two requirements come from the UK Financial Conduct Authority's (FCA) financial promotion rules, which OKX has implemented as mandatory steps in the account opening process. Existing OKX UK account holders do not need a cooling-off period, but they must complete or renew their self-categorisation statement, otherwise their account will be restricted.

Risk Assessment: Two Chances, No Pass No Account

UK OKX users need to complete two questionnaires, often referred to together as the "risk assessment" process. The first is an appropriateness assessment, which tests your understanding of cryptoasset risks and your trading experience. The second is a self-categorisation statement, where you declare which type of investor you are.

The passing rules for the appropriateness assessment are straightforward: if you fail the first time, you can retry immediately; if you fail a second time, you must wait 24 hours before trying again. If your answers still show a lack of understanding of the relevant risks after retrying, OKX will not be able to offer you an account. This is not a step you can bypass or get customer service to "make an exception" for. The rules themselves require the platform to refuse users who cannot demonstrate they understand the risks.

The self-categorisation statement has two options. Most UK users fall under Restricted Investor, meaning they invest no more than 10% of their net assets in high-risk investments (including cryptoassets) and do not intend to exceed this proportion in the next 12 months. The other option is High-Net Worth Investor, which requires an annual income of over £100,000 (excluding pension withdrawals) or net assets of over £250,000 (excluding your primary home, pension, and qualifying insurance rights). Which category you choose depends on your actual situation. You need to fill it in truthfully because it is a statement document.

You only need to pass the appropriateness questionnaire once. The self-categorisation statement needs to be renewed annually. If you forget to renew it, your account will be restricted. OKX's official FAQ does not specify a reminder mechanism for renewal, so keeping track of an annual date yourself is more reliable than relying on platform notifications.

Cooling-Off Period: 24 Hours for New Users, Restricts Trading but Not Deposits

The cooling-off period is a protection measure in FCA rules for retail investors receiving a direct offer from a platform for the first time. It does not apply to every transaction, and existing users do not have to wait each time they log in.

OKX's implementation for new UK users is: after completing the appropriateness questionnaire and self-categorisation statement, you must wait 24 hours. During this time, you cannot buy or trade cryptoassets, but you can deposit fiat currency into your account. After the 24 hours end, trading permissions are automatically enabled (provided you passed the questionnaire).

If you try to place an order during the cooling-off period, you should see a message that the trade is blocked. You do not need to contact customer service to "unlock early", and there is no channel to pay to skip the cooling-off period. The official rules do not state the exact moment the 24 hours start from (whether it is the time you submit the questionnaire or the time the account is created). In practice, check the status shown in the OKX interface. A practical approach is: deposit funds after completing the questionnaire, and leave the buying operation for the next day to avoid rushing a trade at the moment the cooling-off period ends.

New Users vs. Existing Users

If you are a newly registered UK user, the process is: register → complete the appropriateness questionnaire → complete the self-categorisation statement → wait for the 24-hour cooling-off period → you can buy crypto and trade. Deposits can be made during the cooling-off period. If you fail the appropriateness questionnaire twice, your account cannot be opened. You need to wait 24 hours and try again, or re-evaluate whether you truly understand the risks of cryptoassets.

If you already hold an OKX UK account, you do not need a cooling-off period. However, if you were asked to complete the questionnaire when logging in after 8 January 2024, you need to complete it as required to continue using the platform. Existing users' self-categorisation statements also need to be renewed annually. If they expire without renewal, your account will be restricted. OKX's rules say "account restriction", but the official FAQ does not specify whether trading, withdrawals, or both are restricted. If this happens, check your account notifications or messages first to confirm the type of restriction before deciding what to do next.

Important Background Information

OKX's compliance basis for providing services in the UK is adherence to the FCA's financial promotion rules, but OKX is not on the FCA's cryptoasset firm register. FCA rules require companies promoting cryptoassets to UK consumers to be authorised or registered, or to have their promotions approved by an FCA-authorised firm. OKX has chosen to meet the requirements through compliant promotion arrangements, rather than (at least not currently) holding FCA cryptoasset registration. This does not affect your ability to complete the above process, but it means the level of regulatory protection for OKX UK users differs from that of fully FCA-authorised companies. This is background you should know when choosing a platform, not an operational barrier.

Completion Criteria

The sign that you have successfully handled the risk assessment and cooling-off period is not "the questionnaire has been submitted", but rather the buy/trade button in your OKX account is available again, and you can successfully submit a buy order. If you still cannot trade after the cooling-off period ends, first check whether your self-categorisation statement has been completed and has not expired, then check your account notifications for any other restriction notices. You do not need to repeat the appropriateness questionnaire after passing it, but if OKX introduces new products with different risk levels in the future, you may be asked to answer additional questions.
