Type statement: This article is a Category B "foundational explainer." Its core purpose is to answer the institutional question of whether ordinary holders can appeal when compliant stablecoins are frozen on-chain. You need to first understand the freeze mechanism and appeal paths before making a judgment.

The USDC or USDT in your wallet suddenly cannot be moved—not because of exchange risk control, not because of network congestion, but because of an on-chain freeze. You have done nothing illegal, and you have no idea why it was frozen.
The answer is: you can appeal, but the path and difficulty depend on the source of the freeze. Ordinary holders have the right to appeal, but they face a heavy burden of proof and strict time limits. Not every freeze can be successfully lifted.
First, the facts: on-chain freezes are not rare events
The smart contracts of USDT and USDC have built-in blacklist functions. The issuers (Tether and Circle) have the ability to freeze and destroy stablecoins at specific addresses. This design comes from regulatory requirements and aims to combat money laundering, terrorist financing, and sanctions violations.
Recent data shows that this mechanism is working quickly:
Over the past 12 months, Tether has blacklisted 4,858 addresses and frozen more than $2.24 billion in USDT.
In May 2026 alone, more than $144 million was frozen on the Ethereum and Tron networks.
But one important data point is that only 3.6% of blacklisted addresses have ever been removed. In 2025, more than half of frozen USDT was permanently destroyed.
Why freezes happen: you may have done nothing wrong, but still get frozen
There are several main triggers for freezes:
Law enforcement requests: Tether has cooperated with more than 340 law enforcement agencies in 65 countries and has frozen more than $344 million in total assets. Circle also freezes addresses at the request of law enforcement.
Address association contamination: You do not necessarily need to do anything wrong. If you receive USDT from a contaminated address, or transact with a high-risk address, you may be implicated. It is fairly common for foreign trade merchants to be frozen because they received crypto assets transferred from risky addresses.
Sanctions compliance: Since December 2023, Tether has proactively frozen wallets linked to the OFAC SDN list.
Platform risk control: After receiving a law enforcement assistance request or court order, centralized exchanges may restrict USDT operations for related addresses.
Risk warning: In March 2026, Circle froze 16 corporate wallets at once, involving exchanges, casinos, and forex platforms. They had not engaged in illegal activity, but were simply connected to an undisclosed U.S. civil case. On-chain analyst ZachXBT commented: "Just doing basic verification would clearly show these are operational wallets."
How can ordinary holders appeal?
[What to do]: Confirm the source of the freeze, then start an appeal through the corresponding path.
[How to do it]:
Step 1: Confirm the type of freeze
Log in to the trading platform or check the on-chain transaction status to identify who froze the funds. Freezes usually fall into three categories:
Platform risk-control freeze: Contact platform customer service and submit identity proof and fund source materials.
Judicial freeze: Involves court or law enforcement markings. You need to provide a court order lifting the freeze.
On-chain smart contract freeze: You need to contact the issuer directly (Circle or Tether) to submit an unfreezing request.
Step 2: Prepare appeal materials
No matter what kind of freeze it is, the core obstacle is "proof of fund source." You need to prepare:
Identity verification documents (front and back of passport or ID card)
Records showing how you obtained the USDT/USDC (transaction hashes, OTC purchase records, exchange records, etc.)
Counterparty identity information and an explanation of the transaction background
Step 3: Determine the appeal channel
USDT freeze: Contact Tether's official support email (

You need to provide on-chain signature verification proving address ownership, proof of fund source, and an explanation of the transaction background.USDC freeze: Submit an "Unfreeze Request Form" through Circle's official compliance portal. Processing usually takes 7–30 business days.
Step 4: If law enforcement seizure is involved
If the freeze involves asset seizure by U.S. law enforcement agencies such as the DEA or FBI, pay special attention to the deadlines:
The DEA generally must send written notice to interested parties within 60 days after seizure.
After receiving personal notice, you must submit a formal claim within 35 days.
If you did not receive personal notice, the deadline is 30 days after the notice is finally published on forfeiture.gov.
The deadline starts from the mailing or publication date, not from when you actually saw the notice.
[Completion standard]: You have confirmed the source of the freeze, submitted an appeal request and all required materials through the appropriate official channel, and kept all communication records and submission receipts.

The key to a successful appeal: proof and records
Based on real-world experience with successful unfreezing, the vast majority of cases that succeeded had kept counterparty information in advance. This means:
Do not wait until you are frozen to look for evidence. Keeping counterparty identity information and transaction subject records in daily operations is the foundation for proving your innocence after a freeze occurs.
The "innocent owner" defense: Under 18 U.S.C. § 983(d), if the holder did not know about the conduct that led to forfeiture, or took reasonable steps to stop it immediately after learning of it, they may claim an "innocent owner" defense. The burden of proof lies with the holder.
How to verify completion: Visit the official compliance pages of Tether (tether.to) or Circle (circle.com) to confirm that you have submitted an appeal through official channels and received a case number. Be sure to keep all communication records and submission receipts. If the freeze involves law enforcement seizure, confirm that you received a formal seizure notice and submitted a claim before the legal deadline.
