If you hold ADA on OKX, you cannot directly participate in Cardano's on-chain governance voting. OKX is a centralized custody platform that holds your ADA for you, but the governance voting rights of that ADA are not in your hands. Cardano's governance voting (delegating to a DRep or voting directly) requires you to initiate an on-chain transaction using a wallet whose private keys you control. For ADA held on an exchange, the voting rights are controlled by the platform. You will not find a button in OKX's interface that says "Vote on Cardano proposals."

However, that does not mean you can only sit and watch. There is a practical path: withdraw your ADA to a wallet where you control the private keys, and then participate through a wallet that supports governance features. The trade-off is that you need to manage your own seed phrase, pay withdrawal fees, and give up any staking convenience you might have had inside the OKX platform.
Why ADA on OKX Cannot Vote
The on-chain governance introduced by Cardano during the Voltaire phase ties voting power to stake credentials, not simply to whoever holds ADA. When you leave ADA on OKX, those ADA may be pooled on-chain into wallets or staking pools controlled by the platform. Vote delegation and voting itself are on-chain certificate operations that must be signed and broadcast by a wallet controlling the corresponding private keys. OKX has not opened a feature for ordinary users that says "vote on Cardano governance actions on behalf of users." OKX's public materials may mention that "holding ADA allows participation in governance" when introducing ADA, but that describes a self-custody scenario, not a promise for assets held inside the OKX platform.
One supporting observation: community discussions have pointed out that for ADA held on exchanges or with custodians, the voting rights are decided by the company, and most customers may not even know where their voting rights went. This is not a problem unique to OKX. It is common to all centralized custody platforms.
To Vote, You Need to Move ADA to a Self-Custody Wallet
If you really want to express your opinion on Cardano governance proposals, such as protocol parameter changes, treasury withdrawals, or hard fork naming, the path is:
Step 1: Prepare a wallet that supports Cardano governance. Common options include Yoroi, Eternl, Lace, and Typhon. Hardware wallet users can use Ledger with third-party wallets like Typhon to complete delegation. When choosing a wallet, check whether it supports DRep delegation. Not all Cardano wallets added governance features at the same time, so refer to the wallet's official documentation.
Step 2: Withdraw ADA from OKX to that wallet address. On OKX's withdrawal page, select ADA and the Cardano network, then enter your wallet's receiving address. On-chain ADA withdrawals require paying a network fee, and arrival time depends on OKX's processing speed and on-chain confirmation. Send a small test amount first to confirm the address and network are correct before withdrawing the rest.
Step 3: Delegate your voting power to a DRep in the wallet, or vote directly. Go to the wallet's Governance section. You can search for and choose a DRep to delegate to. Delegating voting power does not transfer ownership of your ADA. The coins remain in your wallet, and you can change your delegation or move your ADA at any time. If you register yourself as a DRep, you can also vote Yes/No/Abstain directly on specific governance actions.
Step 4: Verify. After the delegation transaction is confirmed on-chain, the wallet's governance panel will show the DRep you delegated to and the corresponding voting power. You can then use Cardano governance tools such as gov.tools to check how your delegated DRep actually voted on various proposals.
Trade-offs You Need to Consider
By taking this path, you gain voting rights and full control over your ADA, but you lose the convenience of one-click staking inside OKX. OKX's On-chain Earn or Simple Earn products may let you earn ADA rewards, but rewards and governance rights are separate: what you earn are rewards generated by the platform's operations on your behalf, while the voting rights are not in your hands. In addition, keeping ADA in a self-custody wallet means the risk of losing or leaking your seed phrase is entirely yours. There is no platform customer service to help you recover it.
If your main goal is to participate in governance rather than trading or earning yield inside OKX, then withdrawing to a self-custody wallet is the only path with real meaning. If you just want to follow proposal developments and are not ready to vote yet, you can first monitor the governance action list on gov.tools, and transfer your ADA only when there is a proposal you truly care about.
