Same Address, Multiple Accounts: How the Travel Rule Identifies Users

A single blockchain address can be linked to multiple accounts, but the Travel Rule system's identification logic depends on whether the address belongs to a custodial wallet, the type of blockchain network, and the address discovery mechanisms between VASPs (Virtual Asset Service Providers).

In practice, an address is just a "house number." Distinguishing who is behind that number relies on three identification methods.

Shared addresses use Memo/Tag to differentiate users

Many custodial services (especially exchanges) use shared wallet addresses — multiple users share a single deposit address on-chain. In this case, the address itself cannot identify the specific beneficiary. The real identifying information is the Memo, Destination Tag, or Payment ID attached to the transaction.

If you send funds to such a shared address, what you must fill in during Travel Rule verification is not the address but the Tag value. The system combines the address and Tag to create a unique identifier, recognizing which account the funds should go to. If the Tag is wrong or missing, even if the address is correct, the funds may not reach the right account because the anti-money laundering system cannot identify the true beneficiary.

Risk warning: On networks like XRP, Stellar, EOS that rely on Tag/Memo, it's common design for one address to be used by many users. If you enter the wrong Tag, the funds will enter that address, but the platform cannot confirm which customer the money belongs to. Dispute resolution usually takes several times longer than the on-chain transfer itself.

UTXO chain transactions require reverse-engineering ownership from inputs and outputs

Bitcoin and other UTXO-chain transactions can have multiple input addresses and multiple output addresses. If one transaction contains an address that serves as "change" output for multiple accounts, the Travel Rule system uses heuristic algorithms to infer the true sender and receiver — for example, it often assumes the output address with the largest amount is the actual recipient. This inference is not absolutely accurate, and the possibility of address reuse across multiple accounts exists objectively, which can lead to identification results that don't match reality.

VASP address discovery reduces "same address collisions"

Travel Rule compliance platforms like Notabene offer a "network discoverability" feature: VASPs share cryptographically hashed blockchain addresses stored in a dedicated database. Once an address has been "claimed" by a platform, other platforms querying it will get an automatic match. This means if an exchange address receives multiple transactions, the system can quickly identify and point to the same entity, reducing delays from repeated verification.

If the same address belongs to two accounts (for example, you have accounts at two exchanges but use the same withdrawal address), the Travel Rule system will not actively merge them or raise an alarm, because each platform determines the ownership of that address independently. However, if both platforms perform Travel Rule verification on that address, the beneficiary information for that address may leave multiple records in the compliance database, and the platform's risk control system may make further judgments based on this. Some risk control rules explicitly state that if the same address, phone number, or email is linked to multiple unrelated accounts, it will be seen as high-risk behavior and trigger abnormal transaction monitoring.

Common reasons for verification failure

The most typical scenario is sending to an exchange's shared address but forgetting to include or entering the wrong Tag/Memo. The address check passes, but Travel Rule verification fails, and the funds are frozen in the platform's public address. Another common mistake is thinking that "after an address is whitelisted, no beneficiary information is needed" — whitelisting checks address security, while Travel Rule checks beneficiary identity. Both are required.

Compliance guide

  1. If the receiving address is an exchange shared address, first confirm whether the platform requires a Tag/Memo, and ensure the Tag matches the receiving account exactly when sending.

  2. If you need to associate the same address with multiple accounts or use it multiple times, it's recommended to complete a full Travel Rule verification once on the target platform. After that, the address will be recorded by the compliance system, and subsequent operations won't require repeated form-filling.

  3. If you are an institutional client, some custodians offer Travel Rule-level service classifications, and you can choose to enable verification features based on your jurisdiction's requirements.
