This cooling-off period exists independently; even if the address has passed the Satoshi test or completed the Travel Rule questionnaire required for withdrawals to that address, you must still wait for the cooling-off period to end before you can withdraw.

Prerequisites

  1. You have enabled Binance's [Withdrawal Whitelist] feature.

  2. You have just successfully added a new withdrawal address to the whitelist.

  3. You are logged into your Binance account and can see the withdrawal page.

Step 1: Check Whether You Have Enabled "Whitelist Withdrawal Limit"

This is the direct reason why the new address cannot be used for immediate withdrawals.

  1. Log in to your Binance account and go to [Settings] → [Withdrawal] area.

  2. Find the [Whitelist Withdrawal Limit] or [Whitelist Withdrawal Limit] option.

  3. Check the status of this switch:

Scenario A: The switch is ON

  • This is Binance's default recommended setting. Newly added whitelist addresses will be blocked from withdrawals for a period of time.

  • Proceed to the next step to see the specific restriction duration.

Scenario B: The switch is OFF

  • Newly added whitelist addresses do not need to wait and can be used for withdrawals immediately.

  3. The page typically displays the remaining lock time for the new address (e.g., "18 hours 30 minutes remaining until unlock").

Completion Criteria: Know how long until the address can be used for withdrawals.

Step 3: Choose Your Action Based on Your Needs

Path 1: Wait for the Lock Time to End

  • Do nothing. After the cooling-off period ends, the address will be automatically unlocked and you can withdraw normally.

Path 2: Disable "Whitelist Withdrawal Limit" to Withdraw Immediately (Security Trade-off) If you are absolutely sure the new address is safe and want to withdraw immediately:

  1. Click [Manage] → [Disable] next to [Whitelist Withdrawal Limit].

  2. Read the prompt carefully, then complete the 2FA verification to disable it.

  3. After disabling, all whitelisted addresses (including the newly added one) can be used for immediate withdrawals.

Disabling this feature means new addresses will no longer have the 24-hour security buffer. If your account is compromised, an attacker could immediately add a malicious address and withdraw assets. Make sure your operating environment is secure before disabling.

Step 4: After the Restriction Is Disabled or the Waiting Period Ends, Initiate the Withdrawal

  1. Go to the [Withdrawal] page and select the new address.

  2. Enter the amount and click submit.

  3. If you are normally prompted for security verification (2FA), the restriction has been lifted.

Completion Criteria: The withdrawal request is submitted successfully and enters processing.

Common Failure Reasons

Did not disable "Whitelist Withdrawal Limit", thinking that completing the Satoshi test allows immediate withdrawal

The Satoshi test is used to prove that you "own" that wallet address, and is separate from the "new address cooling-off period." Even if the test is passed, as long as the cooling restriction is on, the new address still cannot be used for withdrawals. You need to disable the restriction in security settings or wait until the time ends.

  • Security is reduced after disabling the feature: After disabling "Whitelist Withdrawal Limit," if a hacker gains access, they can immediately withdraw to any address they add.

  • Modifying the setting affects all new addresses: Disabling this feature is not for a single address but affects all future newly added whitelist addresses.

  • The cooling-off period only applies to "newly added" addresses: Old addresses that have already passed the cooling-off period are unaffected and can be used for withdrawals even if the feature is on.

How to Confirm the Operation Is Complete

Go to the [Withdrawal] page, select this new address, and enter any amount below your balance. If the page proceeds normally to 2FA verification instead of popping up a "This address is subject to withdrawal restrictions" message, it means you have successfully lifted the restriction.

If you chose to wait, you can repeat the above test after the countdown ends.
