Binance Card Global is not currently open for applications worldwide. The first hurdle to getting this card is not depositing funds, but whether your Binance account registration country and the issuing country of your KYC documents are within the supported range.

According to Binance's official help center, the Global Program supports users from Colombia, Peru, Armenia, and some CIS regions. Your account country of residence must match the country that issued your documents, and you need to pass identity verification for that region. If you are not in these regions, you may not even see the application entry in the App.
Fee Structure: Card Issuance is Free, but "Currency Conversion" Comes in Two Types
The card issuance fee and annual fee are both $0. The real cost comes from "converting your cryptocurrency into fiat to spend," which is split into two parts:
Foreign Exchange Fee: This only applies when the currency you spend in is different from your card's settlement currency. The rate is 0% for Colombia, Peru, Armenia, and some CIS regions; 2% for other supported regions, and 3% for New Zealand. This is charged on top of Mastercard's existing exchange rate markup.
Crypto Conversion Fee: You pay 0.9% when using non-stablecoin assets like BTC, ETH, or BNB for payments. If you pay directly with USDC, this fee drops to 0.1%, which applies in other regions and New Zealand. Because USDC is a dollar-pegged stablecoin, the settlement path is the shortest and the cost is the lowest.
There is also a special rule for U tokens: in regions that support U, paying with U gives you 0% foreign exchange fee + 0% crypto conversion fee. Additionally, any foreign exchange fee already deducted will be instantly refunded to your Funding account based on your U usage ratio.
How to Apply If You Are in a Supported Region
The application entry is in the "Card" section within the Binance App. The prerequisite is that you have completed KYC and your document issuing country is within the supported range. The process itself is not complicated: go to the card page, follow the prompts to confirm eligibility, agree to the terms, and complete the application. A virtual card generally does not require waiting for mail delivery.
Who This Card Is Really Suitable For
Looking at the fee structure, if your region supports Binance Card Global and you hold USDC, this card has the lowest usage cost: free card issuance, USDC spending conversion fee of only 0.1%, and 0% foreign exchange fee in some markets. The zero-fee design for U tokens further reduces costs, but U's applicable regions are narrower than the overall Global Program scope.
If you are not in a supported region, do not try to bypass restrictions using a VPN or other methods—the card issuer is Immersve Limited from New Zealand, a regulated entity. Account eligibility is determined by the residence and documents declared at registration, not by IP address. Bypassing regional restrictions may lead to account restrictions, and the issuer has the right to suspend or cancel your card eligibility.
A Historical Background Worth Noting
The Binance Card product line has gone through multiple contractions. The Visa debit card program in the European Economic Area ended in December 2023, and no alternative has been opened for European users since. Mastercard pilots in Latin America and the Middle East also ended in September 2023. This means the current list of available regions for the Global Program is itself a dynamically changing one—regions available today may be adjusted in the future. If you plan to use this card as your primary payment tool, you need to keep an alternative ready.
