Withdrawal Risk Control Lifted: Why Is Your Whitelist Address Still in a Lock Period?

When withdrawal risk control is lifted, you can withdraw coins normally. However, newly added whitelist addresses may still appear grayed out and unavailable. Risk control lifting and whitelist locking are two completely separate security mechanisms. The first checks "Is the current behavior suspicious?" while the second checks "Is this address safe enough?"

The lock period of a whitelist address is not related to the account's risk control status.

Step 1: Confirm the trigger for whitelist locking

Once a whitelist address is newly added to the address book, most major exchanges will trigger a mandatory "cooling-off period" or "lock period". According to OKX's official instructions, if you have enabled the New Address Withdrawal Lock feature, newly added whitelist addresses cannot be used for withdrawals within 24 hours. KuCoin also implemented a 24-hour withdrawal address whitelist cooling period during a security upgrade. Crypto.com's rules are similar: newly added withdrawal addresses have a 24-hour withdrawal lock.

Action: Go to the address book or whitelist management page of the withdrawal section, and find the status column for that address. Completion standard: Confirm that the address shows "Locked", "Cooling period", or "Available in X hours".

Step 2: Do you have to wait? Understanding different platform rules

Besides new addresses, other actions can also trigger this lock. On some platforms, if you disable the whitelist function and then re-enable it, or change your password, disable whitelist, or modify other security settings, a 24-hour withdrawal freeze may be triggered. According to industry-leading security practices, major exchanges enforce cooling-off periods ranging from 24 to 72 hours for newly added whitelist addresses.

Situation A: Lock triggered solely by a new address (most common)

For a new address just added to the whitelist, the system reserves a security confirmation window. The only thing you can do is wait for 24 hours, or the specific duration set by the platform.

Situation B: The platform allows manually disabling this lock (optional)

OKX's instructions mention that if you don't want to wait 24 hours, you can turn off the New Address Withdrawal Lock feature on the address settings page of the address book, but you need to verify both your phone and email.

Action: If you want to cancel the lock, complete identity verification as guided by the platform and then disable the feature. Completion standard: Once disabled, the newly added whitelist address will immediately become available.

Risk warning: According to new rules jointly issued by Japan's Financial Services Agency and the National Police Agency to the cryptocurrency exchange association, newly registered withdrawal addresses must have a time restriction to prevent funds from being quickly drained after fraud. Make sure you have added the wallet address to the whitelist, not just to the "address book". If it is only saved as a regular address, it still cannot be used for withdrawals under whitelist mode. Platforms like HTX also have similar rules: after the withdrawal whitelist is enabled, newly added addresses need to wait for a preset period before becoming valid whitelist addresses.

Common failure reasons

After risk control is lifted, if you rush to withdraw and see that a new address is unavailable, you might think the account is under risk control again and file repeated appeals. In reality, you just need to check whether there is a countdown or a "lock" icon next to that address. If so, it means it's a whitelist lock, not account risk control.

Completion verification

After the lock time ends, the address status will change to "Effective" or "Available". At that point, you can initiate the withdrawal normally. If you have set a no-verification period, remember to make a withdrawal within that period, otherwise the address's no-verification status may expire.
